    I looking for Phd opportunities in both Indian and foreign universities, but unable able to decide which is a better option. In India where you surely get stipend (of ~28K/month), the same is not true for foreign universities. Therefore, the only option you are left with is to apply for some scholarships provided by govt or private institutions, which is also quite difficult to fetch.

    I personally feel that, going abroad is wiser option only when you get any stipend or scholarships. Also, in terms of education and research, some Indian colleges like IITS and some NITs have some excellent research projects and teaching staff.

    I will appreciate, if someone can suggest which is a better option. Thanks.

    Instead of the college, I would suggest its better to look for the profile of the teacher with whom you want to work. Its not necessary that only highly reputed colleges have good faculties, you can find some of the best teachers in lesser known colleges too.
